when president obama came into office, we were losing 800,000 jobs a month. in fact, we have 3.5 million jobs in the first quarter of his presidency before we had a chance to get the stimulus and the fact and into all of our fiscal problems in terms of our financial crisis. the president has righted the ship and since then we have had 30 straight months of private-sector job growth in this country. that's over 4.6 million jobs created over the last 30 months. now, is that where we want to be? even the president says that, but we are definitely in a better position that we were four years ago. people who had 401(k) programs can tell you that because they lost a third of their retirement plans when the economy was in free fall and when we had this financial crisis and the stock market has rebounded and those people who still have those plans have actually regained from where they were. and so, i think people have to take a real examination of that and look where the president want to take us forward. investment, research, development, manufacturing, making sure

i know many in this chamber support president obama. i know also that many of these same senators wish he had not taken this action. but as members of what i still believe is the greatest deliberative body in the world, we have to put partisanship aside for the greater good of the senate. i cannot imagine if senator byrd were sitting here today that he would allow this to happen. and i can't imagine that anybody on either side of this floor would allow this to happen. we will have to send as strong a signal as possible that this executive overreach will not stand, that no matter what our political persuasion, the united states senate stands together and we will speak with one voice to say in no uncertain terms that we will not be ridden roughshod over, that our constitutional rights as lawmakers will not be trampled on, and that we will do everything within our power to preserve and defend these rights. to that end i urge colleagues to support my efforts to stop this unprecedented executive overreach. support the resolution to disapprov

i join president obama in condemning these senseless acts of violence. my thoughts are with the families of those who were killed in this horrible attack it is too often forgotten that american diplomats risk their lives on a daily basis. madam president, when i have had the good fortune since my days in the foreign affairs committee in the house to travel the world, i always make sure wherever i go i visit with foreign service personnel. they're every place. there's no group of people, i tell them that every timist opportunity to visit with them, no one does our country more in a positive sense than these foreign service officers. they work so hard and duty stations most of the times are very, very difficult. take, for example, this good man, ambassador stevens, who was just confirmed a fuel months ago -- a few months ago, he was a peace corps volunteer, he taught english. he's fluent in arabic, french and english. he served in the foreign service in jerusalem, in cairo, saudi arabia and staff assistant to the bureau of middle eastern affairs. he had an
